Addressing the gathering during the concluding day of the inter-university youth festival here at Punjabi University, the Chief Minister said that it has come to his notice that some educational institutions are imposing fine on students for using Punjabi language as a means of communication within the school campus. He said that this is unwarranted and undesirable as Punjabi was the mother tongue of Punjabis residing in the state. Bhagwant Mann warned such institutions of strict punitive action if any such fine was imposed.

Exhorting the youth to play a proactive role and support the state government to make Punjab a frontrunner state across the globe, the Chief Minister said that the youth of the state have been blessed with unbounded energy and talent that had always acted as a catalyst in bringing positive change in the society. He said that the time has come when the youth must contribute positively in socio-economic development of the state and the society. Bhagwant Mann said that the state government is committed for the well being and progress of the state adding that no stone will be left unturned for this noble cause.

The Chief Minister said that Punjab is the land of great gurus, saints, seers and prophets who have always taught the Punjabis to fight against tyranny, oppression and injustice. He said that Punjab has always emerged strong after every crisis and has scripted a new success story. Bhagwant Mann said that the day is not far away when with the strenuous efforts of the state government the pristine glory of the state will be soon restored.

The Chief Minister unequivocally said that the state government is according top priority to the education sector. He said that Education is key for the success of every individual and no stone will be left unturned to ensure quality education to every youth of the state. Bhagwant Mann said that the state government has ample funds for strengthening and rejuvenating the education system in the state.

The Chief Minister said that the state government is making concerted efforts for providing jobs to the youth. He said that the state government has already started recruitment processes in various departments of the state. Bhagwant Mann said that more than 20,000 government job letters have been given to the youth of the state adding that more such jobs are in the pipeline.

The Chief Minister said that to open new vistas of employment for youth the state government is making massive efforts to develop the state as an industrial hub. He said that earlier Memorandum of Understanding (MoU) was made with families of the ruling class but now these agreements are being made with the state government for the wellbeing of Punjab and Punajbis. Bhagwant Mann said that due to the efforts of the state government, big industrial giants are now making a beeline in the state to set up their projects.

The Chief Minister said that the motive of the state government is to make the youth of the state job providers and not the job seekers. He said that due focus is being accorded on imparting skill education to the youth so as to provide a pool of skilled labour to the industrialists. Bhagwant Mann said that the state government has taken several out of the box measures for generating employment for the youth.

The Chief Minister said that the state was fortunate to have got two sessions of G-20, first in March 15, 16 and 17 on Education and then in the month of June 22-23 on Labour. He said that the state is renowned all over the world for its warm hospitality and no stone will be left unturned for welcoming the guests from participating nations during these events. Bhagwant Mann said that these sessions will be held at the sacred land of Amritsar where lakhs of devotees daily pay obeisance at Sri Darbar Sahib, Durgiana Mandir, Sri Ram Tirath, Jallianwala Bagh and others.

The Chief Minister said that the state government will make elaborate arrangements for the comfortable stay of the dignitaries participating in the summit. He said that apart from assuring their cozy stay in state, the guests will be offered the traditional Punjabi food adding that they will also be given a glimpse of rich Punjabi culture during the cultural events in the evening. Bhagwant Mann said that if the dignitaries wish to visit other districts of state like sports hub Jalandhar then adequate arrangements will also be made for their journey.

He said that the time has come when Punjabis should also come forward for adopting this noble practice. Bhagwant Mann exhorted Punjabis to make sure that all the signboards are put prominently in Punjabi with other languages as a mark of respect to the mother tongue.

The Chief Minister said that people should ensure that the signboards in Punjabi are put before International Language Day coming on February 21. He underscored the need for making this a mass movement as a mark of respect to mother tongue. Bhagwant Mann said that the wise Punjabis will adopt this before February 21 and remaining one will be made to toe the line of government after that.

The Chief Minister also called upon the Punjabi community settled in India and different parts of the world to promote Punjabi language and culture in a big way. Bhagwant Mann said that it is a fact that no one can survive by detaching themselves from their rich culture and mother tongue. He pointed out that undoubtedly English was universally accepted world over as a link language, but this language should not be promoted at the cost and status of our mother tongue.

The Chief Minister said that rather every Punjabi should feel proud of the glorious cultural heritage inherited by them. He said that Punjab is the land of great Gurus, saints, seers and martyrs adding that since ages it has been a torchbearer to mankind. Bhagwant Mann said that Punjabis have carved a niche for themselves across the globe by their hard work and dedication.

The Chief Minister said that it is a curse if anyone forgets his/ her mother tongue but unfortunately in fad of English and other languages the Punjabis are drifting away from their mother language. He said that this trend needs to be reversed as it is an undeniable fact that a man can communicate and express well only in his mother tongue. Bhagwant Mann said that due to mental slavery we still believe in superiority of English language whereas the fact is that Punjabi is the best language for every one of us.

The Chief Minister said that many countries abroad are using Punjabi language but we are somehow shying away from using it. He said that no language is a symbol of intelligence but unfortunately we are continuously ignoring our own mother tongue just to pursue English. Citing an example of France, Bhagwant Mann said that French people prefer to converse in their mother tongue as a mark of respect to it adding that Punjabis should also make Punjabi an integral part of their lives.

The Chief Minister said that Punjabi language is a treasure as a lot of literature, songs, poems and other material has been written in it. He said that the time has come when we must preserve this wealth and perpetuate it for our coming languages. Bhagwant Mann said that we must feel proud of our language, culture and traditions adding that Universities and colleges must come forward for this noble cause.

The Chief Minister urged the educational institutes to initiate specialized courses in Punjabi language to encourage the students to join it. He said that the creativity of students in Punjabi language must be promoted by giving special focus to them. Bhagwant Mann said that Punjabi language has produced a number of littérateurs, intellectuals and poets adding that Punjabi are always proud of them.

Earlier Higher Education Minister Gurmeet Singh Meet Hayer welcomed all the dignitaries on the occasion. He also apprised about the efforts being made by the department to acquaint our younger generations about the glorious heritage of Punjab. Meet Hayer said that mother tongue is the most important source of communication for any individual.

A decision to this effect was taken during a meeting of Council of Ministers chaired by Chief Minister this morning here at Chief Minister’s Office in Punjab Civil Secretariat.

Divulging the details a spokesperson of the Chief Minister’s Office, the Cabinet approved the recommendation to be sent to the Governor, Punjab for summoning special session of the House under Article 174 (1) of the Constitution of India. The spokesperson further said that the session will start with obituary references at 11 am, followed by moving of a confidence motion in favour of the state government.

To woo the Dalit vote bank, CM also announced that an Act would soon be notified which would mandate budgetary spending on Dalit welfare equal to the percentage of SC population in the State, and the 85th Constitutional Amendment would be implemented in line with the judgements of the Supreme Court.

He also announced a new set of a whopping 1150 reforms for Medium & Small Enterprises (MSMEs). The details of these would be separately shared by the Department of Investment Promotion.

He said that certain expensive medical procedures and tests like Dialysis, X-Rays etc would be made free at government hospitals. He also said that a Universal Health Insurance would be launched shortly.

Regularisation of all Safai Karamcharis working for the past over 10 years and increase in the monthly honorarium of Anganwadi Workers, Mini Anganwadi Worker and Helpers by Rs. 600, Rs. 500 and Rs.300 respectively were among other key announcements made by the Chief Minister.

A sum of Rs.1170 crore would be spent under the Punjab Nirman Programme for infrastructure development according to the felt needs of the people residing in the rural/urban areas, said the Chief Minister.

Referring to the welfare of landless farmers, the Chief Minister said that the state government would make payment of Rs. 520 crores to 2.85 lakh landless farmers under the Debt Relief scheme on the coming 20th August, the birth anniversary of late former Prime Minister Rajiv Gandhi. Further, Debt Relief upto Rs. 50,000 would be shortly given to about 16,000 beneficiaries of SC and BC Corporation at a cost of Rs. 62 crore, he added.

The Chief Minister said a sum of Rs.5 crore would be earmarked for the development of area in and around Guru ki Wadali, the birthplace of the 6th Sikh Guru Sri Guru Hargobind Sahib ji in the vicinity of holy city of Amritsar.

Paying glowing tributes to the legendary martyr Madan Lal Dhingra, the Chief Minister announced that a memorial would be established in Amritsar City as a mark of homage to him.

This 34-year-old Indian-American Sikh Dr Harmandeep Singh Boparai, a specialist in anesthesiology and critical care was working as a frontline worker in the US prior to travelling to India. He has been living in the US for the past 10 years and currently treating Covid patients in his home town Amritsar.

Dr Singh did his MBBS in Amritsar Government Medical College before moving to New York in 2011. Later, he has done his Masters in Journalism from Columbia University in the City of New York.

On his return to Punjab, during the second wave in April this year, he started giving training to doctors and nurses at many hospitals including Dukh Niwaran Hospital in Amritsar. He has also extended his services at a 1,000-bed hospital in Mumbai, where he was roped in by Doctors without Borders, an international medical humanitarian organisation.

“At time of my return, the cases were not that high and I started talking to the doctors here on how we can build capacity in case of cases surge, apart from strengthening the infrastructure to handle any kind of crisis. Soon enough, we saw a catastrophic rises in the cases in India,” he said.

He is also imparting training to many doctors and nurses in the holy city and at other places at par with the modalities being used in New York hospitals.

Talking about his motivation to return to India, he said his father, RPS Boparai, is an orthopaedic specialist, while his mother, late Gian Kaur, was a gynaecologist and they always committed to providing selfless service to the sick and saving lives unconditionally throughout their lives. While his father offered charitable services at Dukh Niwaran Hospital mother initiated him into ‘sewa’ (volunteer service) at his young age, he said.

Harman says he would continue extending his help to all those in need until the situation becomes normal in India.  “Considering the circumstances of imminent Covid-19 third wave, I will be staying here till this year to extend his services and treat the people,” he said answering on his return to the US.

Sharing his views on India’s Covid situation, he said, “Though, we do not have similar advanced facilities like the US and other advanced countries but our people have a strong will-power to combat any crisis and it is helping us. Moreover, Doctors in the health department, especially in Punjab, have been working so hard to save lives even this is not an easy job at this time.”

Rejecting his plea, Additional District and Sessions Judge Parminder Singh Grewal in the case observed that Saini was booked after a detailed inquiry by the VB, based on documents and on the complaint of the Joint Director Vigilance.

The Court further observed that the former DGP had asserted in his petition that he did not know Nimratdeep Singh an executive engineer with the public works department (buildings and construction) and his father, had only met them during signing the rent agreement and the agreement to sell. However, Saini’s own accounts indicate that he had paid Rs 45 lakh to Nimratdeep and his father before signing the rent deed.

Seeking anticipatory bail in a corruption case, the former DGP filed a petition on Thursday through his counsel HS Dhanoya and APS Deol in the court of the Additional Sessions Judge.

As per the case, Saini along with six others including Nimratdeep Singh; Surinderjit Singh Jaspal, Ajay Kaushal, Parduman Singh, Paramjit Singh and Amit Singla in the FIR have been booked by the VB under Sections 109, 120-B of the IPC and the Prevention of Corruption Act recently as he was accused of assisting Punjab XEN Nimratdeep in amassing assets beyond his known sources of income.

In this case, a VB team had also raided Saini’s residence in Sector 20 here to arrest him on Tuesday and it continued searching his house for hours.

Deol, counsel for Saini, said that this was a politically motivated case and in line with the three earlier cases registered against Saini.
