Ottawa: In a bid to support Canadian economy, helping to address labour shortages and keep our communities thriving. Canadian government plan to make 147,000 permanent residence final decisions in the first quarter of 2022—doubling what was done in the same period last year.

Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced measures to improve client experience and modernize the immigration system. These measures are part of a broader process to address key challenges faced by our clients, and achieve the more predictable processing times that our clients expect and deserve.

We know that many talented and skilled newcomers have waited long during the pandemic. In the Economic and Fiscal Update 2021, the Government of Canada proposed $85 million in new funding to reduce application inventories. The investment will support additional staff, allowing us to welcome people who can help address labour shortages and to return to processing service standards in various programs by the end of this year, including for study permits, work permits and permanent resident card renewals. We are also working to reduce processing times for visitor visas and proof of citizenship.IRCC made over half a million decisions on permanent resident applications in 2021. We are further increasing processing capacity.

To further support permanent residence applicants, we will be expanding the digital application portal to include more clients in summer 2022. The transition to an online application process will minimize COVID-19-related delays associated with processing paper applications, and will provide clients with immediate confirmation that their application was successfully submitted. Efforts to date have allowed average processing times for spousal sponsorship applicants to return to the service standard of 12 months for new applications.

Toronto: The Federal government has announced new guidelines for travellers that takes effect Saturday.

Transport Minister Omar Alghabra informed about Canada’s final orders and guidance, issued to airlines and railways following consultations.

“All travellers in Canada aged 12 and older must be fully vaccinated before boarding planes, trains or cruise ships in this country from October 30. Even those fully vaccinated need to show proof of a negative molecular COVID-19 test upon returning to Canada. Ottawa is facing pressure to drop that requirement,” the orders said.

Canadians travelling abroad will need to follow the rules of the specific airline and country they are entering, which may include testing.

According to the government’s rules, travellers should be fully vaccinated two weeks prior to travel.

To qualify as a fully vaccinated traveller to Canada, you must have received at least 2 doses of a Government of Canada-accepted COVID-19 vaccine or a mix of 2 accepted vaccines.

My govt is willing to extend any help needed to ensure their safe evacuation. @MEAIndia”

There is mayhem in the country after Taliban have taken control of Afghanistan, almost 20 years after being ousted by a US-led military coalition and locals are attempting to forcibly enter planes leaving the Afghan capital. A video in which people were seen attempting to enter planes forcibly to flee the country has gone viral on the social media. In this chaos, at least five people reported dead.

Meanwhile, India is trying to evacuate hundreds of its officials and citizens from Kabul, officials said.

Washington: The United States has witnessed the highest weekly level as the country again started witnessing a fresh surge of coronavirus infections, on Monday.
According to a report by Bloomberg, the new cases in the US rose to 761,216 in the week ended Sunday, the highest total since early February.
Following this, hospitalizations overwhelmed with patients among America’s deep south states on Monday and authorities have appealed to unvaccinated residents to receive the shot at once to combat the virus spread.
The fresh surge has been fuelled by the Delta mutation of the coronavirus and most of the positive samples have been found of the unvaccinated people, authorities said.
As per the record, the death toll has also risen to record levels as it climbed 49% to 3,486 for the same period. It was the biggest weekly increase since December, Bloomberg reported.
The US has been at the top of the list of the countries worst affected by the Covid-19 pandemic. Over 616,800 Americans have succumbed to the viral infection that targets the immunity system of the body. The number of total infections stands at 35,948,131, the John Hopkins’ tally showed.
Mississippi’s top public health official on Monday said that as Covid-19 cases are surging with delta variant, which is highly contagious and no intensive care beds are available in 35 of the state’s top-level hospitals. Hospitalizations for Covid-19 have hit a record high in some other states including Louisiana, Arkansas.

Canada: Canadian government has given a green signal to vaccinated American travellers to enter the country from August 9. However, the process won’t be as simple as it was before the COVID-19 pandemic as the federal government has also issued some guidelines for travellers.
White House officials, however, have yet to say when the U.S. will reciprocate and ease its travel restrictions against its Canadian neighbours.
Canada has asked visitors to submit additional documentation including proof of vaccination and a coronavirus test before crossing the land border. Air travellers also need to submit information, including coronavirus test results, before boarding a plane to Canada. Falsifying information could result in hefty fines, the government said.
Besides this, travellers may also expect longer wait times, thanks to the new public health measures.

Jalandhar: Canada has extended its ban on arriving passenger flights from India to September 21 citing the risks posed by Covid-19, the federal transport ministry said in a statement on Monday.
The ban was first imposed on April 22 and has already been rolled over several times. The measure does not apply to cargo flights or medical transfers.
“The Government of Canada is prioritizing the health and safety of all people in Canada by continuing to take a risk-based and measured approach to re-opening the border. Canada’s phased approach to easing border measures is informed by the continued monitoring of available data and scientific evidence, including the vaccination rate of Canadians and our improving epidemiological situation,” the government posted the statement on its official website.
The statement further reads that based on the latest public health advice from the Public Health Agency of Canada, Transport Canada is extending the Notice to Airmen (NOTAM) that restricts all direct commercial and private passenger flights to Canada from India until September 21, 2021, at 23:59 EDT. All direct commercial and private passenger flights to Canada from India are subject to the NOTAM. Cargo-only operations, medical transfers or military flights are not included.
Transport Canada is also extending the requirement related to third-country pre-departure COVID-19 molecular tests for travellers to Canada from India via an indirect route. This means that passengers who depart India to Canada via an indirect route will continue to be required to obtain a valid COVID-19 pre-departure test from a third country – other than India – before continuing their journey to Canada, government statement.
The Government of Canada continues to closely monitor the epidemiological situation, and will be working closely with the Government of India and aviation operators to ensure appropriate procedures are put in place to enable a safe return of direct flights as soon as conditions permit, it added.
The Government of Canada advised its citizens to avoid non-essential travel outside of Canada – international travel increases the risk of exposure to COVID-19 and its variants, as well as of spreading it to others.

Jalandhar: The Taliban fighters have allegedly removed ‘Nishan Sahib’, a Sikh religious flag, from a historical gurdwara in the Paktia province in eastern Afghanistan.
According to images being tweeted on social media, it is believed that Nishan Sahib was taken off from the roof of Gurdwara Thala Sahib in the Chamkani area of the Paktia province. The Nishan Sahib is the Sikh flag flown high near Gurudwaras and signifies the pride as well as the identity of the religion.
The Gurdwara Thala Sahib in the Chamkani is a historic worship place for Sikhs and it is looked after by local Sikhs and Hindus. The Gurdwara was in news last year when a Sikh named Nidan Singh was kidnapped by the Taliban from its premises. He was later released by the group following the intervention of the Afghanistan government and Sikh community elders.
Sikhs and SGPC have condemned the incident and termed it as an act of desecration of a historic Sikh place of worship.
“Sikhs all across the world are hurt by the Taliban removing Nishan Sahib from historical Gurdwara Thala Sahib, which was visited by Sri Guru Nanak Dev Ji. Taliban’s action reflects grave threats to Sikhs’ religious freedom in Afghanistan, ” President, Delhi Sikh Gurdwara Management committee wrote on his Twitter handle requesting the intervention of Indian authorities into the matter.
The President of Shiromani Gurdwara Parbandhak Committee (SGPC) Bibi Jagir Kaur also condemned this incident and appealed to the BJP-led Union government to ensure the safety of Sikh shrines in Afghanistan.

By Brenna Hughes Neghaiwi and Rajesh Kumar Singh

ZURICH/NEW DELHI (Reuters) – Trade tensions between India and the United States intensified on Friday as New Delhi filed a complaint with the World Trade Organization over steep fee increases for U.S. non-immigrant temporary work visas.

The WTO said in a statement that India has disputed the doubling of the fees for H-1B and L-1 work visas and limits on their numbers. The visas are typically used by thousands of Indian nationals hired by information technology services firms operating in the United States.

The complaint comes just days after the United States won a WTO ruling in favor of its challenge to India’s domestic content rules for its solar power subsidy program after months of negotiations failed to produce a settlement.

In its filing, India said the new U.S. visa measures seemed inconsistent with the WTO commitments the United States had made, because the moves treat Indian IT workers in the United States less favourably than their American counterparts.

In December, the U.S. Congress doubled the cost of sponsoring H-1B visas to $4,000 each and L-1 visas to $4,500 each as part of a major spending bill. Indian business lobby NASSCOM estimated that would inflate costs for Indian IT export firms by $400 million a year.

India is upset that the visa fees were raised without consultation. Its $150 billion outsourcing sector provides about three quarters of the country’s annual revenue from the United States. The outsourcing companies send thousands of staff every year to work at client locations.

Analysts say the measure will cut 50 to 60 basis points off the profit margins of companies like Tata Consultancy Services (TCS) and Infosys starting this fiscal year, which begins in April.

A spokesman for the Indian trade ministry declined to comment on the filing.

In Washington, U.S. Trade Representative spokesman Andrew Bates said that the United States “looks forward to discussing our H-1B visa program with our Indian counterparts.”

“We are confident that the United States’ visa program, which was recently updated on a bipartisan basis by Congress, is fully consistent with our WTO obligations,” Bates added.

The United States has 10 days to respond to the request, which will go to the WTO’s Dispute Settlement Body if the two countries cannot reach an agreement.
