On the onset of one day special session of the 15th Vidhan Sabha to commemorate the 400th Prakash Purb of Sri Guru Tegh Bahadur ji, the House paid respects to former Union Minister of State RL Bhatia, former Ministers Gurnam Singh Abul Khurana, Gulzar Singh, Surjit Kaur Kalkat, Chaudhri Radha Krishan and Inderjit Singh Zira, ex-Chief Parliamentary Secretary Jagdish Sawhney besides former MLAs Sukhdarshan Singh Marar and Jagraj Singh Gill.

The House also paid tributes to the founder of Centre for Research on Rural and Industrial Development (CRRID) Rashpal Malhotra.
The House also paid homage to Mahinder Kaur (Cabinet Rank) and former SGPC Member Kuldeep Singh Dhoss.
Meanwhile, Sports and Youth Affairs Minister Rana Gurmit Singh Sodhi proposed the names of Crickter Yashpal Sharma and ex-Captain Indian Volleyball Team Nirmal Milkha Singh, the wife of late Milkha Singh for obituary references.
Likewise, MLA Nabha Randeep Singh also proposed the name of martyr Gurjant Singh, MLA Raikot Jagtar Singh proposed name of martyr Sub Inspector Gurmukh Singh and MLA Adampur Pawan Kumar Tinnu also proposed the name of Chancellor, Baba Bhag Singh University Sant Baba Dilawar Singh to be included in the obituary list.
On the request of the aforesaid members of the House, the Speaker Rana Kanwar Pal Singh also consented to include these names to obituary references.
The House also paid rich tributes to the farmers who lost their lives during the ongoing farmers’ agitation against the central farm laws.
A two-minute silence was observed in the memory of departed souls as a mark of respect during the obituary references.
Meanwhile, the Speaker proposed that homage be paid to all those members who had passed away since the previous session. After the obituary references to the departed souls, he passed a resolution for conveying the condolences of the House to their respective families. The resolution was passed by voice vote.

Farmers termed the new rules as an indirect attack on farmers as they have been protesting against the three contentious farm laws for more than nine months.

As per the new specifications in case of rice, stricter quality control measures have been put in place for the millers as broken grain percentage has been reduced to 20% from the earlier 25%.

Besides this, moisture content in rice being received from millers has been reduced from 15 percent to 14 percent. While, damaged grain has come from 3 percent to 2 percent and the red grains, which earlier had the limit of 3%, will not be accepted as per new specifications.

Similarly, paddy unloaded at grain markets, the central government has reduced the moisture content limit from 17% to 16%, while the permissible limit of foreign matter (organic and inorganic) has been lowered from 2% to 1%. The percentage of discoloured, sprouted and damaged has been reduced to 3% from 5%.

Jagmohan Singh, general secretary of BKU (Dakaunda), said the Centre is hell-bent on taking anti-farmer stance and they will not accept this.

President of the Punjab Rice Millers Association Tarsem Saini said the new specifications are neither miller-friendly nor farmer or consumer-friendly and they will boycott it.

Earlier, Punjab BJP chief Ashwani Kumar had written to Union minister for consumer affairs, food and Public distribution Piyush Goyal on August 29, appealing him to put these specifications on hold immediately.

The two drug suppliers-dealers have been identified as Balwinder Singh of village Sarangwal Hoshiarpur and Peter Masih of Basti Danishmanda locality in Jalandhar. Peter has already been facing two criminal cases.

DGP Punjab Dinkar Gupta said that when Police teams intercepted a truck and a Hyundai i20 car at high-tech Dhilwan Police naka in Kapurthala on Monday, the search of the vehicle led to the recovery of 20 kg heroin consignment.

The DGP added that the drivers of vehicles were signalled to stop at the Check point by the police party but the occupants tried to flee; however, the alert cops managed to nab them after a brief chase.

The police recovered 20 packets of heroin (one kg each) from their personal possession during their body check and from the 2 vehicles, said the DGP. HS Khakh, SSP Kapurthala, added that two special cavities had been created in the roof of driver’s cabin of the Truck by the drug suppliers to conceal the consignment during transportation.

DGP added during preliminary investigations, the drug dealers disclosed that a heroin consignment was being smuggled from Purmara Mandi in Srinagar by Balwinder Singh in a truck bearing registration number HR-55K-2510 and Peter Masih collected the consignment from him.

The DGP said that a narco-gangster angle is being suspected in the case as the investigations carried out so far had indicated that Peter Masih had been sent to collect the consignment by Gagandeep, brother of the notorious gangster Rajnish Kumar alias Preet Phagwara.

The Police would produce the arrested accused before the magistrate and would seek their police remand for further investigations and to unearth all the links involved in this drug network, said Kapurthala SSP Harkamalpreet Singh Khakh.
